A change in the position of four countries, namely Spain, Italy, Estonia and Lithuania tilted the balance and led to the adoption, on Thursday, of a decision by the Council of Europe's Committee of Ministers to end the supervision of a 1996 European Court judgement concerning Titina Loizidou’s property in the Turkish-occupied part of Cyprus.
