Deputy Minister of Migration and International Protection, Nicholas Ioannides, said that the new legislative framework that will be proposed by the Commission on migrant returns should take the form of a directive rather than a regulation, so that member states have the possibility of flexibility depending on developments and their specificities, during the Justice and Home Affairs Council which was held in Brussels on Wednesday.
